The Education and Libraries Networks Coalition (EdLiNC), formed in 1995, seeks to expand the use of educational technologies in schools and libraries by making sure that these entities receive affordable rates guaranteed to them in the Universal Service Provisions of the Telecommunications Act. Congress passed the Universal Communications Act so that schools and libraries can receive substantial discounts for telecommunications.

Doug Johnson notes that while the Internet has unleased huge amounts of "good", heretofore inaccessible, information, it has also released flotsam and sewage. He recommends several resources to balance freedom of information with extreme filtering on the Web, such as that required by Children's Internet Protection Act.

Participation in this seminar tells legislators that a wide base for support does exist.
