In California, AT&T (formerly PacBell) has linked schools with libraries in several small towns and plans a future expansion. Its Knowledge Network offers links within California and other areas in the US. Several hundred resources are available. Blue Web'ns are awarded to the better sites. At its Prophets site are well-formulated plans for students to identify a need in their community such as an environmental hazard, conduct research and, ultimately, draw in non-profits for help with constructive actions.
Winstar for Education is dedicated to equity. Schools and community watering holes are linked by telecommunications, video and teleconferencing, i.e., all forms of new communications media. At some intersections connectivity is free so that all residents can enjoy the benefits of electronic communities.
A Compact for Learning, published by the DOEducation, will solidify expectations among these constituents, especially in electronic communities.
