The National Study of School Evaluation, a non-profit founded in 1933 by accreditation commissions, has developed a set of indicators for facilitating learning goals for students to lead productive lives in the information-age society. Its vision includes information technology basics, application and integration of technology, creativity tools and technology in life and society. Issues related to professional development, policies, curriculum and student learnings are addressed. (The above Web site is still being developed. In the interim contact the NSSE at 847-995-9080 or 708-820-2727 or its office at 1699 East Woodfield Road, Suite 406, Schaumburg IL 60173.)
ISTE, the International Society for Technology in Education, has issued a set of matrices for skills and standards in technology for teachers, especially beginning teachers. They include evaluation of technology to support emerging roles of the learner and educator, accessing information to...enhance professional productivity, knowledge of ethical and legal implications, familiarity with software for different purposes such as spreadsheets and multimedia, and integration into all subject matter topics. As an umbrella organization, ISTE's work can serve as a national foundation.
Benchmarks in many of the other entries in this shelf, such as Project 2061 and the National Academy of Science, also encompass technology skills and knowledge for students.
NETC 's particular focus is on the integration of technology into the design of curriculum.
Learning Quest has developed a series of products for assessment of technology implementation, building upon the work of Hall and Loucks and others for determining the level of use of any innovation. The categories include, low to high, nonuse, awareness, exploration, infusion, integration (mechanical), integration (routine), expansion and refinement. Indicators of this progression are so clear that they could be used in almost any school.
Enhancing Education Through Education Act of 2001 (EETT)establish learning standards in industrial settings. While it seems like a steamer trunk is needed to carry all the standards, this set allows a school to meet standards that students are likely to encounter in the workplace.
Annotation
While other resources in this database promote technology planning guides, capacity-building and learning indicators are rarely linked to planning components. Here is that link! Policy-makers need demonstrable measures to determine if the investment of precious funds will yield results. Charting progress over time on such indicators will allow a strong rationale for expansion/reduction/improvements.
