In 1991 the Secretary of Labor convened a commission (Secretary's Commission on Achieving Necessary Skills) to set forth workplace skills for the 21st century.

Here is a sample from the SCANS report: a. resources: allocation of time, money, materials and staff. b. interpersonal skills: teamwork, teaching, serving customers, leading, negotiating and working with people from culturally diverse backgrounds. c. infomation: acquiring and evaluating data, organizing and maintaining files, interpreting and comunicating and using computer to process information. d. systems: understanding social, organizational and technology systems, monitoring performance and design. e. technology: slecting appropriate tools for specific tasks.
