ERIC has amassed a huge collection of instruments, research papers and field studies in the area of assessment and evaluation. It is not always easy to find exactly what you are seeking unless you can narrow the "title" down to a reference which is distinct. On the other hand, if you really need some resources, they will be here!
Education World, an online journal, issued a special section, entitled Assessment for School Administrators. While the references are a little dated, excerpts to share with policy-makers (rather than teachers)can be cited.
The American Evaluators Association's site contains several thousand resources for professional evaluators from major databases to tools to organizations. Even interested folks who know exactly the domain of interest will find helpful directions and policy-makers can cross-check documents.
Annotation
Some of the ERIC databases yield better quality results than others. Their librarians are developing easier navigation structures. Especially for decision-makers, many reports here have not been published elsewhere in formal journals.
