Online delivery has been quite popular at the university level, especially in countries other than the US with a history of remote delivery in other media. If you are interested in these developments, use a search service and try a key word such as DEOS (distant or distance education) or virtual university.

The Concord Consortium offers virtual high school seminars online. Its goal is not to duplicate core curriculum but provide seminars on topics that are difficult for many schools, such as those in rural areas or in financially strapped urban schools, to offer, such as AP classes. The bulk of the learning is problem-centered and, unlike one way satellite broadcasts, students can participate in online discussions and projects. The staff has developed an open source library whos purpose is to integrate snippets of software tools, such as data collection and database management, guidance and assessment templates, and content software in genetic biology and molecular structures. Presumably, all three components will be expanded as outsiders plug into the system.

TEAMS, a project in Los Angeles County, probably contains the most comprehensive set of distance learning courseware for teachers' professional development.

Virtual University (or "VU") may be the world's largest online learning community, serving more students 128 countries around the world. VU was the first online campus on the World Wide Web and has been teaching courses over the Internet and by touchtone phone since the early 1980s. Many of the innovative online teaching methods pioneered at VU are widely used on other virtual campuses today.

The Open University, physically located in the United Kingdom, has employed a mix of media (audio and video tapes, CDs, television, satellite,) for distance learning for several decades. Its courses are as extensive as any major university degree programs and extension menus. This repository of experience has made the transition of some of its courseware to the Internet smooth, interesting and solid. Check their site and benefit from their insights. Final exams must still be taken in person (real) so that certification is real, too.

In contrast, the University of Phoenix exists primarily in the virtual world. So does the California Virtual University--actually a catalog of the courses within the community college, state university and University Of California. A prelude to the future.

Many of the courseware sites concentrate on the IT industry or templates for university courseware. SmartForce, formerly CBT Systems, is a leading player in the professional education market, providing a wide variety of courses geared for the corporate market.

The Open Learning Agency in Canada offers online courses for students, especially at the high school level, employees in companies and teachers.

On-line courseware is especially useful in settings where content expertise is not available at all sites. One school district may not be able to offer advanced placement courses via a "real" teacher at all secondary schools because student enrollment numbers would not be high enough to support the cost of a staff member. This limitation occurs in rural areas often or in districts suffering budget losses.
