With the Monster Exchange Project, individual students or members of a telecollaboration small group can create and submit art work -- not just monsters. This site maintains a chat area and message center, too. It is a good introduction to online creations of artwork.
Art at the University of Florida is an art education site with interesting activities, most of which do not involve telecommunications though there are a few links. The site, however, does contain a gallery where students around the world are encouraged to display their work virtually.
Art Safari through MOMA in NYC encourages student not only to submit their own art (for the world to see)but also to prepare responses to MOMA's collection as grist for a Web-wide discussion.
